Video statement by Mr. Dins Merirands, Deputy State Secretary of Ministry of Transport, Latvia, to HLCC Ministerial Plenary. Epidemiological safety issues of international aviation were on the ICAO agenda long before the COVID-19 pandemic. Article 14 of the Chicago Convention states that its members agree to take effective measures to minimize the transmission of infectious diseases on aircrafts. There is no doubt that the aviation industry has suffered the most. Throughout the value chain, aviation related actors have suffered unprecedented losses. Based on the foundations of the Convention, we call on ICAO to play a more active role in promoting cross-border cooperation and creation of common approach to develop safe travel processes that are binding for all ICAO members.
