With over 20 years of experience auditing ICAO Member States, the Universal Safety Oversight Audit Programme (USOAP) continues its evolutionary journey. In 2013, the programme transitioned into the Continuous Monitoring Approach (CMA), which is an information-driven, risk based and result-oriented approach to monitor States. Safety data, information and the level of aviation activities in States are monitored and analyzed to tailor USOAP CMA activities. In the course of achieving its mandate through ever more effective and efficient ways, the USOAP CMA continues to mature, improve, expand and innovate.
To manage the evolutionary journey of the USOAP CMA, ICAO has initiated four streams of work. A series of Skytalks were conducted during the High-level Conference on COVID-19 2021 to inform Member States about the status of ICAO’s efforts in progressing these streams to enhance the USOAP CMA to better serve them. This third session introduces the status of implementation of COVID-19 contingency measures introduced that enabled the programme to continue operating and the status of development of the SSP implementation assessments (SSPIA). Two additional sessions are available to provide a high-level presentation on the evolution of the programme and details of other streams of work.
