ICAO is providing important detail on CART Recommendation #16, which builds upon recent ICAO guidance and encourages at least the temporary lifting of restrictions to air cargo operations, including but not limited to granting extra-bilateral rights (so-called 7th freedom), in particular for all-cargo services.

This webinar raises awareness among States’ civil aviation administrations, economic regulators, and industry stakeholders of the importance of this CART recommendation to vaccine transport in the near-term and global economic recovery in the long-term. Tailored to the States in the ICAO Middle East region, this edition will focus on how expanded traffic right and other economic measures relevant to air cargo will deliver benefits: What challenges can expanded traffic rights resolve? What are the various means states have used to implement the solutions encouraged by CART Recommendation 16? How does Recommendation #16 and other new ICAO guidance benefit air cargo in the long term? It will also highlight the new ICAO priority brief on air cargo, which includes additional recommendations for their consideration.
